About the Authors

Dr. James J. Jiang is Professor of Information Systems with National Taiwan University, Taipei, Taiwan. Dr. Jiang was the inaugural recipient of the Fu-Bon Endowed Professorship, National Taiwan University and the Dr. Yuan Tseh Lee Outstanding Chaired Professor of the Foundation for the Advancement of Outstanding Scholarship. Dr. Jiang served as a Distinguished Professor of information systems (IS), Australian National University, and a Research Professor of IS, University of Central Florida, for more than two decades. He was also the first recipient of the Business School Distinguished Scholar Award, University of New South Wales, Australia, in 2017. Prof. Jiang previously served as Senior Editor for MIS Quarterly and the Journal of Association of Information Systems. Currently, he is the Editor-in-Chief of the Pacific Asia Journal of Association of Information Systems and Departmental Editor of the Journal of Management Science and Engineering (JMSE) sponsored by the National Natural Sciences Foundation of China (NSFC). Professor Jiang’s research interests center on information technology project, program, and portfolio management. He has over 200 academic journal articles on these and other topics and is internationally recognized as a top researcher in the IS and project management disciplines with a large number of highly cited articles.

Gary Klein is the Couger Professor of Information Systems at the University of Colorado, Colorado Springs. His research interests include project management, information system development, technology transfer, and mathematical modeling with over 200 academic publications in these areas. He is recognized as a top researcher in the field of information technology project and program management, with his papers garnering significant attention. Dr. Klein served as Director of Education for IPMA-USA and is an active member of both the Project Management Institute and the International Project Management Association. He is a Fellow of the Decision Sciences Institute where he leads the Specific Interest Group on Project Management. Dr. Klein held prior editorial posts with MIS Quarterly, the Journal of the Association for Information Systems, and Comparative Technology Transfer and Society. He currently serves as a Senior Editor for the Pacific Asia Journal of the Association for Information Systems and as an Editor-in-Chief of the Project Management Journal. Before pursuing an academic career, Dr. Klein consulted for information system deployment as part of a client-oriented firm and was Director of the IS department for a major financial institution.

Dr. Wei (Wayne) Huang is a Chaired Professor of Information Systems, and the Dean of Business of School, Southern University of Science and Technology, China. He also holds the Changjiang Chair Professor and the Directorship of the Collaborative Innovation Center of China Pilot Reform Exploration and Assessment, which is supported by the National Development and Reform Commission. The center aims to apply program management theoretical and professional knowledge and tools to aid the Chinese government’s reform practices and resolve the challenges on how (local) governments can become more experimental, adaptive, and agile while at the same time delivering public and social value through digital government projects, programs, and portfolios. Before returning to China, Prof. Huang was a tenured Professor, Visiting Scholar, or Fellow at other top-tier research universities including the University of New South Wales, the University of Georgia, Ohio University, and Harvard University. He has authored or coauthored more than 60 academic articles in top international journals, such as the Journal of Management Information Systems, Management Information Systems Quarterly, Decision Support Systems, the European Journal of Operational Research, OMEGA, IEEE & ACM Transactions, and the European Journal of Information Systems. Prof. Huang is the Founding President of Association for Information Systems Special Interest Group on IS in the Asia Pacific. He served also as the Associate Editor for Information & Management, the Asia Pacific Journal of Information Systems, and as Editor-in-Chief of the International Journal of Industrial Engineering & Management.
